She has issues - she just has to throw herself at the most powerful man in the room and Cole had finally had enough of it and killed a man she was with. For Cole, this is devastating. He has always followed the law, even if it is arbitrary law that he has written himself. Killing this man broke the law and Cole is now a man who cannot follow his own code.
